The Libyan Academy of Communications and Informatics was established as a specialized national training and development company by the Board of Directors of the Libyan Post, Telecommunications and Information Technology Holding Company No. 15 of 2021 AD. NOC in Brief The National Oil Corporation (NOC) was established on 12 November 1970, under Law No: 24/1970, replacing the general Libyan Petroleum Corporation which established under Law No. 13 of 1968 to assume the responsibility of the oil sector operations. It was later reorganized under decision No :10/1979 by the General Secretariat of the General People's Congress, to undertake the realization of the objectives of the development plan in the areas of petroleum, supporting the national economy through increasing, developing and exploiting the oil reserves and operating and investing in those reserves, to realize optimum returns. In carrying out its activities, NOC may enter into participation agreements with other companies and corporations carrying out similar activities. Therefore, NOC is carrying out exploration and production operation through its own affiliated companies, or in participation with other companies under service contracts or any other kind of petroleum investment agreements. This is in addition to marketing operations of oil and gas, locally and abroad. For this purpose, NOC has its own fully owned companies which carry out exploration, development and production operations, in addition to local and international marketing companies. NOC also has participation agreements with specialized international companies. Such agreements have developed into exploration and production sharing agreements, in accordance with the development of the international oil and gas industry, and international petroleum marketing. NOC owns refining, and oil and gas processing companies, operating refineries such as Zawia and Ras Lanuf refineries, ammonia, urea and methanol plants, the Ras Lanuf petrochemical complex and the gas processing plan. To establish petrochemical industries, anther stage of development of the ethylene plant has been completed, as well as the low and high density linear polyethylene plants. NOC also owns national service companies which carry out oil well drilling and work over operations, provide all drilling material and equipment, lay and maintain oil and gas pipelines, build and maintain oil and gas storage tanks and carry out related technical and economic studies. They also provide the sector with other services, such as catering, procurement of materials and equipment, training and employment of foreign employees. Also affiliated to NOC is a petroleum research Centre which carries out research and technical studies related to the oil industry, conducts technical analysis and tests for the various stages of exploration and production of oil and petroleum products, performs quality control tests and issues certificates in this respect. It also evaluates patents and licenses of exploitation and the fees and forms related to oil operations and petroleum products. It publishes the studies carried out by the Centre in the publication of the Centre, as well as the local and international scientific publications. In the area of manpower development, NOC provides the oil industry with qualified nationals within a well-planned scheme founded on a base of educational and training institutions, for training and developing qualified manpower in such professions as engineering, accounting and administration. Training outside Libya is limited to those technical specializations which are not available locally, to cope with the rapid development of the industry. Technical training is being carried out at the training centers and institutions belonging to NOC, to develop specialized technicians for the operation and maintenance of industrial facilities and plants.

Sirte Oil Company for Production - Manufacturing of Oil and Gas (SOC) It is one of national oil companies which is wholly owned by the National Oil Corporation (N.O.C.), headquartered in Marsa Al Brega, a distance of about 240 km west of Benghazi. The company activities are related to the exploration and production of oil and gas, manufacturing and supply of industrial installations and facilities along the Libyan coast. Established in 1981, it was known by the company name ESSO Standard Libya, which was the earliest company that found oil in Libya in commercial quantities in Zelten Field in 1959, which encouraged other oil companies to invest in oil exploration in the Libyan desert. After the withdrawal of Exxon’s parent company Esso Standard from Libya in 1981, the company was renamed Sirte Oil Company and became a national firm belonging to the National Oil Corporation fully owned by the State. In the framework of the integration of manufacturing processes of oil and gas, the coastal gas line (Brega—Khoms) dependency was transferred to Sirte Oil Company, as the company was merged with The National Company For Petrochemicals in 1990 , and was given the new name (Sirte Oil Company For Production & Manufacturing of Oil and Gas) which includes activities, such as: (Exploration – Production and Extraction of oil and gas – Refining of crude oil – Natural Gas Liquidization – Petrochemical Manufacturing – Supplying factories and power stations and desalination plants with natural gas).

The Libyan Iron and steel is considered one of the largest industrial companies in Libya, located on an area of 1,200 hectares near the town of Misurata, just 210 kilometers to the east of the city of Tripoli. The design capacity of the company’s 1.700 million tons of liquid steel per annum adopting direct reduction of iron pellets using domestic natural gas. The foundation stone was laid for the company in 18/09/1979, marking the award of heavy manufacturing base in Libya. On 09/09/1989 the opening of production units and so the company has entered the stage of production. And the company has the following production units: 1 - Direct reduction plant (3 units). 2 - Steel melt shops (1.2). 3 - Bar and rod mills (4 lines). 4 - Bar rolling mill (2) 5 - Light and medium section mill. 6 - Hot strip mill. 7 - Cold strip mill. 8 - Galvanizing line. 9 - Coating line. It also includes many of the ancillary units and facilities, including: 1 - Port and pellet stock yard. 2 - Power and water desalination plant. 3 - Oxygen and compressed air. 4 - Lime plant. 5 - Central Workshop. 6 - Training Centre. 7 - Quality control laboratories. 8 - The resort and beach club.

As part of the company’s interest and strive to respond to the customer’s demands and to impose its position in international markets between steel companies the company has adopted a system of international standards for quality (iso 9001/2000) and formed a council for quality assurance of the effectiveness of its application and in order to achieve desired goals, the Libyan Iron and Steel Company has acquired the 12th Europe Award of quality in 1998, and obtained the international quality certificate (iso 9001/2000 ) on 25/03/2002.
